提摩太後書第二章十五節：「你當竭力在神面前，得蒙喜悅，作無愧的工人」。衣先生深信人生的意義是「己立立人」，應該把上天賜予我們的福份，經由我們流通出去，澤披大眾與世人分享。

1983年7月，衣先生以母親的諱名「立青」成立「立青文教基金會」以紀念衣老夫人畢生辛勞教育子女，又樂善好施的精神，也含有樹立青年之意。（摘自「立青文教基金會創立二十週年紀念特刊」）

The foundation was then established in 1983. In the past 20 years more than one thousand students have received Li-Ching scholarships. Those recipients are now working all over the world in different fields and inevitably doing well for themselves as well as for society. Many of them have demonstrated their gratitude to the foundation. However, the principle of the foundation is to give without expecting any returns. We only hope that they might always remember to help others.
