The United States began clandestine operations in Vietnam even prior to the Vietnam War. Although the government was willing to render support, it could not officially get involved. Chiang Ching-kuo, then deputy secretary of the National Security Council, conferred with the head of the CIA in Taiwan, Ray Cline, about forming an airline company to serve as a CIA cover. If a plane was shot down, both governments could deny any involvement. I was instructed to handle the formation of the airline company.
